Intervento di Aldo Fortunati (quale rappresentante nazionale per l'Italia) nel meeting virtuale intercontinentale realizzato oggi, 30 marzo 2020, dal World Forum Foundation

E’ molto bello sentirsi parte di una rete di relazioni che abbraccia tutto il mondo, in un momento in cui il mondo intero è impegnato in una battaglia contro un nemico invisibile che non conosce confini e che minaccia, in modo diretto, le nostre più fondamentali dimensioni di convivenza sociale. L’Italia in questo momento rappresenta la frontiera in cui questo attacco si sta manifestando con la massima intensità anche se, purtroppo, l’evoluzione dei fatti segnala che altre parti del mondo stanno vivendo o stanno per vivere un problema analogo. Nel nostro paese, come noto, abbiamo subito un attacco straordinariamente virulento che, per fortuna, non è diffuso in modo omogeneo in tutto il paese e tocca le regioni nelle quali il sistema sanitario nazionale pubblico è più forte. Non posso infatti immaginare quale sarebbe la situazione se il coronavirus si fosse diffuso nel mezzogiorno. I numeri del contagio e anche i numeri dei decessi sono in ogni caso estremamente duri se si pensa che sono più alti di quelli registrati in Cina e che l’Italia ha una popolazione pari a un ventitreesimo della popolazione della Cina. I bambini sono fortunatamente fuori dal pericolo che deriva dal contagio ma la popolazione anziana – la stessa che colloca l’Italia fra i paesi in cui la vita media è più lunga – ha subito delle perdite molto dolorose.

Vorrei fare 3 commenti in particolare:

1. sui numeri e sulle strategie di contrasto

2. sul valore di politiche di welfare pubbliche

3. sui bambini

In questi ultimi giorni i numeri sembrano non essere più inseriti in una curva di incremento esponenziale, ma per questo occorre una strategia di contrasto generalizzata e condivisa in cui anche gli interessi economici vengano in secondo piano rispetto all’esigenza assoluta di realizzare quel distanziamento sociale indispensabile per combattere la diffusione.

Quanto al welfare pubblico, mai come in questa occasione è stato fondamentale poter contare su un sistema nazionale pubblico di garanzia per la salute dei cittadini e a una diffusa rete di supporto sociale domiciliare a favore delle situazioni di fragilità familiare.

L’ultimo pensiero è per i bambini che fortunatamente non stanno rischiando la vita ma che certamente vivono un’esperienza che li esclude da quella qualità di relazioni sociali anche al di fuori della famiglia, che così fortemente cerchiamo di diffondere, anche all’interno della rete del World Forum, attraverso la diffusione di servizi di educazione e cura rivolti ai bambini anche nei primi anni di vita. È veramente straordinario il modo in cui gli educatori in un momento in cui tutte le attività dei servizi educativi e delle scuole sono sospese mantengono viva la relazione con i bambini e le famiglie utilizzando tutti i moderni sistemi di comunicazione e inserendosi nella vita quotidiana dei bambini con i messaggi, giochi e storie trasmessi attraverso i social.

Abbiamo bisogno di mantenere viva la nostra dimensione sociale, la naturale e indispensabile dimensione sociale, in questo momento e anche per questo questa opportunità di incontro che World Forum ci offre è estremamente preziosa e di grande valore in questo momento.

Come ha detto Papa Francesco proprio nei giorni scorsi, “nessuno si salverà da solo”.

Aldo Fortunati's speech (as National Representatitve for Italy) in the global and virtual meeting realized today March, 30th 2020 by the World Forum Foundation

It is amazing to feel part of a network of relationships that embrace the entire world in a moment when the entire world is engaged in a battle against an invisible enemy that has no border and that directly threaten our most fundamental dimensions of social living. In this moment Italy represents the frontier on which this attack focused with its upper intensity even if the evolution of these days says that other areas of the world are living or are about to live the same situation. As you all know, in Italy we have suffered of an extraordinary violent attack that, luckily, has not affected the national territory the same way, but it is concentrated in the regions where the national health system is stronger. I cannot imagine the current situation if the coronavirus had spread in the Southern areas. The numbers of the infection and of the deaths are anyway very high if we think that they are higher than the ones in China and that Italy has a population that is one twenty-third of the Chinese one. Fortunately children are far from the risk of infection but the elderly population – the same population that makes Italy one of the country with the highest age of life – has suffered of very important losses.

I would like to report 3 comments in particular:

1. on numbers and strategy to combat

2. on the value of public welfare policies

3. on children

About numbers and strategy to combat: in these last days numbers seem no more inside the exponential growing line, but for this we need a strategy to combat that is generalized and shared; in which also economical interests must be on a second level compared to the absolute need to realize that social distance that is fundamental in order to win on the diffusion.

As to the public welfare, never as in this occasion, it has been crucial being able to count on a public and national system as a guarantee for the health of all citizens and on a widespread network of social and home support to care about the most vulnerable family situations.

The last thought is about children that fortunately are not at risk of their lives but they are for sure living an experience that excludes them for that quality of social relationships that are outside the family; relationships that we strongly try to spread also inside the World Forum network through the diffusion of Education and Care services offered also to children in the very first years of age.

It is really amazing the way in which the education workforce is maintaining alive the relation with children and families in a moment in which the activities of ECEC services and schools are closed; they use the most updated communication system to remain in the daily life of children through messages, games, telling and reading stories they send by social and digital devices.

We need to keep our social dimension alive – the natural and essential social dimension – in this moment and also because of this, this occasion of meeting that the World Forum offer to us here in the Bonnie’s Global Cafè is really precious and represents a big value in these days.

As Pope Francis said yesterday, “nobody will be saved alone”.
