Il decreto sullo 0-6 è realtà e la sua lettura, come di un documento definito e non come di una ennesima bozza in attesa di approvazione, significa che è finalmente “segnato” l’orizzonte del lavoro per passare dalle parole ai fatti. È chiaro, infatti, che non si tratta solo di un traguardo, ma del punto da cui partire per costruire – progressivamente – il “sistema integrato 0-6”. E se le tante gradualità proposte –  la “progressiva” estensione dell’offerta, la “progressiva” cancellazione degli anticipi, la “progressiva” uscita dei nidi dai servizi a domanda individuale – sono il risultato di compromessi dettati dal realismo della ragione, è l’ottimismo della volontà che ci deve guidare per rendere il “progresso” orientato nella direzione giusta e, per quanto possibile, rapido. Molte materie saranno ricondotte a negoziazioni e decisioni in sedi complesse come la Conferenza Unificata, ma questo – vogliamo augurarci – sarà il modo in cui potranno integrarsi positivamente strategie diverse, capaci di conseguire risultati positivi pur partendo da un quadro di realtà in cui non mancano le differenze.

Quanto mai opportuno, per questo, l’aver previsto tre linee di finanziamento:

- per investimenti sugli immobili, sia per costruire che per qualificare l'esistente
- per sostenere i costi di gestione, e qui vogliamo aggiungere, anche per alleggerire progressivamente il carico tariffario sulle famiglie
- per realizzare programmi di formazione che coinvolgano il personale educativo e docente e che promuovano la costituzione dei coordinamenti territoriali del sistema integrato 0-6

Quanto mai opportuno – ancora – aver previsto che ogni programma deve avere una compartecipazione ai costi da parte dei diversi livelli di governo interessati e coinvolti. Ma l’ultimo pensiero – o forse il primo – è per i bambini e le famiglie, che da tempo chiedono più servizi, ma anche di qualità e accessibili. Anche quest’ultima questione – quella delle tariffe dei servizi educativi pubblici o convenzionati – andrà in Conferenza Unificata e c’è da augurarsi che ottenga l’attenzione che merita. Se riusciremo ad avere più servizi educativi di qualità per i bambini e più accessibili – se non anche da subito gratuiti – per le famiglie, lo 0-6 potrà diventare anche un modo per sostenere con maggiore ottimismo le scelte di maternità e paternità, pensando alle donne e agli uomini mai prudenti come oggi nel decidere di fare un figlio, seppur con il desiderio  – se le condizioni lo consentissero – di guardare al futuro anche attraverso gli occhi di un bambino.

The administrative order about 0/6 is now reality and its reading as a well-defined document and and not as the umpteenth draft waiting to be approved, means that finally the path to turn from words to facts is drawn.  It is claear that it represents not only a goal but also the starting point from which start to build - progressively - the "0/6 integrated system" up. And if the many gradualnesses - such as the "gradual" expansion of the offer, the "gradual" cancellation of the advanced registration to 3/6 school, the "gradual" exit of 0/3 services from the category of those services open "on request" - are the results of compromises oriented by reason's realism, it is the will's optimism that must guide us to orient the "progress" quickly in the proper direction. Many issues will be negotiated  and discussed in complex contexts, but this - we hope - will be the way in which different strategies, able to reach positive results, will integrated positively.

It seems really appropriate, because of the above reasons, the three main areas of fundings:

- on buildings, both to built new ones and to qualify the existing buildings
- to support the managing costs and, we want to add, to gradually relieve the costs for families
- to realize training programmes that involves educators and teachers and that promote the constitution of the territorial coordinations for the 0/6 integrated system

Much more appropriate is also the idea that every programme must have the participation to the costs from each level of governement that are involved. But the last thought - or maybe the first - goes to children and families who, since long time, ask for more and more accessible services. Even this last issue - the one about the fees for public services - will be discussed and we hope that it will have the attention it deserves. If we succeed  in having for families more high quality ECEC service and more accessible ones - even if not from the beginning free - the 0/6 system could become also a way to support with a larger optimism the choices about parenthood, thinking about women and men who - never as today - are so prudent in deciding about having a child even if their desire - if conditions would allow them to - to look at the future through a child's eyes is present.
